Office of the Commissioner for Disabilities: Uttar Pradesh

The Office of the Commissioner for Persons with Disabilities, Uttar Pradesh has been set up under Section 60 of the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995 and has been mandated to take steps to safeguard the rights of persons with disabilities. The Commissioner for Persons with Disabilities, Uttar Pradesh is Shri Manoj Kumar, I.A.S.

Land Mark Decisions

  • Stamp duty levied on purchase and registration of land/building from housing boards/ development authorities exempted for blinds/ PwD's upto the purchase of Rs. 10.00 Lacs by the tax and registration department.

  • U.P. Govt. has banned routine periodic transfers of disabled Government servants and those employees whose dependants are suffering from disabilities.

  • In recruitment PwD's have been given upper age limit relaxation of 15 years. PwD's now can apply for recruitment upto the age of 55 years.

  • Conveyance allowance of PwD's working with u.p. govt. Has been increased to the maximum of rs. 500/- per month.

  • Reservation for persons with disabilities increased from 2 to 3 percent in public distribution system.

  • Ration shops are being allotted to PwD's for self employment.

  • Sheltered home and vocational training centres established for mentally retarded persons at Meerut, Bareilly and Gorakhpur

Polio Corrective Surgeries are being done in different districts

No. of corrective surgeries performed 4473 in the following cities

  • Etawah
  • Barabanki
  • Ambedkar Nagar
  • Lucknow
  • Bareilly
  • Moradabad
  • Sultanpur
  • Gorakhpur
  • Bulandshahr

Decentralized System of Disability Certification

  • Private practitioners allowed to issue disability certificates
  • All CHC/PHCs authorised to issue disability certificates
  • Private psychologists / psychiatrists empowered to issue MR certificates.


  • Relaxation of 5% marks for qualifying eligibility in the recruitment of physically and visually impaired PwD’s for the posts of Lecturer in Universities and Degree Colleges.

  • Marks relaxed from 50% to 45%.

  • Action taken under section 50 of PWD Act, 1995.

  • G.O. Issued no. 829/70-1-2010-15(14)/92tc  dated 11-06-2010

  • Relaxation in selection rules for pwd’s.

  • PwD’s exempted in giving cycle driving test in Class IV posts.

  • Identification of post in A,B,C,D, groups can be seen on


  • Teachers awarded by National or State award will be benefited.
  • Special educators of Disabled Welfare Department will get one extra increment and two year extension in service.

Shelter to Destitute

  • 3 Shelter Homes cum Training Centers for mental retarded destitute PwD’s to be started in 2012-13.

  • Shelter homes at Bareilly, Meerut and Gorakhpur.

Construction of school building

  • New school building to be constructed for mental retarded boys at Allahabad in 2013-14.

  • New school building to be constructed for blind girls at Saharanpur in 2013-14.

Braille Press

  • Braille press purchased to produce braille books, magazines and other study material for blind students.

  • Braille press started in 2012-13.

  • Supply of Books in Braille to all Govt. Blind Inter Colleges started.


  • 100 bedded hostels for blind students studying in graduation, post graduation classes.

  • 2 hostels constructed in Lucknow, 2 in Gorakhpur, 1 in Allahabad and 1 in Meerut.

New Inter College

  • Two new Govt. Blind Inter Colleges started in july 2012.

  • Free Residential facilities separate for girls at Gorakhpur and for boys at Meerut.

  • One high school for blind boys upgraded to intermediate in Banda.

New Integrated Special Inter Colleges

  • Three Integrated Special Inter Colleges are proposed at Aurraiya, Kannauj and Allahabad.

  • Disabled students will be educated along with normal shudents in Barrier free and disabled Friendly Environments.

  • Rs. 15 crore sanctioned for construction in 2013and14.

Viklang Pension

  • Total 8,02,270 pwd’s are currently benefited by Viklang pension.

  • Approx 55000 new pwd’s to be benefited by Viklang pension in 2013-14.

  • Rs. 317.44 crore earmarked for Viklang pension scheme .

Aids and Appliances

  • Rs. 3.50 crores earmarked in yearly budget 2013-14 for purchase of artificial aids and appliances.

  • Approx 7000 PwD’s will be benefited .

  • Pwd’s will be given aids/appliances worth upto Rs. 6000/-.

Incentive for marriages of PWD’s

  • Rs. 2.10 crores earmarked in 2013-14 in marriage incentive scheme for PwD’s.

  • 1600 PwD’s to be benefitted in this scheme.
